Why we collect it

- Provide aggregate statistics to legislators showing the geographic reach and diversity of public input in support of expanding low-cost spay/neuter access.
- Identify real-world barriers that slow or block lifesaving transfers.
- Surface what’s working so it can be replicated across California.
- Propose simple, effective, transparent policies that raise save rates while removing unnecessary obstacles for responsible rescues.
- Deter harm from irresponsible actors without penalizing the many groups doing the right thing.
How we use and share data
- We report only aggregated, de-identified findings (e.g., counts by region or organization type).
- Your personal details (name, email, address) will not be shared, sold, or used for any other purpose.
- We do not share individual responses with shelters, agencies, or third parties without your explicit permission.
Data security & retention
- Responses are stored in secure systems with access limited to authorized Rescues for Change coalition organizers.
- We retain identifiable information only as long as needed to validate and compile aggregate results, then remove identifiers where feasible.

- You may skip any question or submit anonymously (leaving contact fields blank).
