San Jose is facing a worsening animal welfare crisis. Shelters are overcrowded, illegal breeding is increasing, spay/neuter access is limited, and small rescues are overwhelmed. Despite thousands of residents speaking out in 2024, the City has not created the Community Action Committee it publicly promised for January 2025.

Instead, the City has offered only informal, undocumented conversations—no structure, no transparency, and no follow-through. Without a real committee, meaningful oversight and accountability are impossible.

We are calling on San Jose leadership to immediately establish a formal Community Action Committee with monthly meetings, published agendas, and participation from rescues, advocates, and community members.

We ask the City to:

San Jose’s animals and residents deserve a responsive, transparent, and accountable system. A formal Community Action Committee is essential to creating real, lasting change.
