San Jose communities are facing a severe crisis due to the rising animal population, overwhelming shelters, streets, and rescues. This issue stems from rampant backyard breeding and inadequate identification and registration (I&R) practices, with over 90% of animals entering shelters not microchipped. Mandatory I&R is essential for traceability, responsible ownership, combating illegal breeding, managing stray populations, and avoiding public health risks. In 21 EU countries, I&R for dogs is already mandatory and not having dogs microchipped is illegal. California must establish consistent I&R legislation, set mandatory requirements, and allocate funds for enforcement. Without these measures, animals will continue to suffer from illegal breeding, neglect, and irresponsible ownership.
It is crucial to advocate for and implement these regulations to protect our communities and ensure the welfare of our animals.
I ask you to pioneer and encourage your colleagues to take steps in the right direction, help stop the suffering of thousands of animals. Please ensure that these Critical Ordinances are established ASAP, and receive the support and priority resources for enforcement and compliance needed to make a positive impact on our community.
