Mandatory spay-neuter ORDINANCES are an essential step toward a sustainable and humane approach to animal population control. By enacting these laws, and local ordinances we can significantly reduce the number of unwanted litters, alleviate the burden on shelters, reduce the growth of animal abandonment, and enhance the overall well-being of animals in our communities.
Mandatory spay-neuter legislation will promote responsible pet ownership by ensuring that pet owners take steps to prevent unintended breeding. This is vital in managing stray populations, as unspayed and unneutered animals are more likely to roam and reproduce, exacerbating the overpopulation problem. Controlling the animal population helps mitigate public health risks, such as the spread of zoonotic diseases, which can be transmitted from animals to humans.
Please, develop and Issue an Ordinance for Santa Clara and Santa Cruz Counties Requiring all dogs over the age of six months to be spayed or neutered unless the dog qualifies for an exemption (visiting non-residents, trained law enforcement dogs, health reasons certified by a veterinarian) or the owner obtains an “unaltered animal certification.”

Regions in the US that have implemented mandatory spay-neuter laws have seen substantial improvements in animal welfare. Reducing the number of animals in shelters allows allocate more resources to each animal, improving their chances of adoption and ensuring better care.
