Sample letter: State Budget Request to Establish a CA Spay Neuter Fund

As a concerned California constituent and taxpayer, I am deeply troubled by the growing pet overpopulation crisis in our state. Despite California’s $322 billion proposed 2025-26 budget and an estimated $363 million surplus, animal welfare funding remains absent. This is deeply concerning, given that California leads the nation in homeless animal intakes and euthanasia levels.

Municipal shelters and rescues are operating in crisis mode, while low-cost spay/neuter and TNR services are being cut by animal services. This lack of access directly fuels overpopulation, with many shelters turning away animals or resorting to increased euthanasia due to overcrowding. The average cost of $850–$2,000 for spay/neuter surgeries is simply unaffordable for most residents, leaving thousands of animals unaltered and vulnerable to reproduction.

As your elector I urge you to support Assemblymember Chris Rogers and Senator Ochoa Bogh in advocating the State Budget Request to establish a California Spay/Neuter Fund  allocating $30M annually for 15 years. Over 100 registered animal non-profits across California are backing this initiative, recognizing it as a critical step toward reducing overpopulation and preventing unnecessary overcrowding and euthanasia.

Please help us champion this urgent measure and advocate for restored and expanded access to affordable spay/neuter services. California’s animals—and the communities caring for them—deserve action.
