We respectfully submit a proposal for the creation of a dedicated Task Force to address the critical issue of animal shelter overpopulation in San Jose and its associated public health risks, which are deeply affecting Santa Clara County.

This Task Force would bring together key stakeholders, including representatives from City and Animal Services management, local animal rescues, volunteer and advocate groups, and subject matter experts such as veterinarians and animal behaviorists. We would also recommend extending invitations to Assemblymember Pellerin and Senator Cortese to participate, given the regional impact of this crisis and their vested interest in the well-being of our community.

The purpose of the Task Force would be to thoroughly examine the current challenges, including budget constraints, resource allocations, and the operational pressures facing San Jose Animal shelter. Additionally, it would review shelter reports and data to develop a comprehensive Public and Community Action Plan aimed at mitigating shelter overcrowding and reducing the overpopulation of animals in our community.

By collaborating on this effort, we hope to generate sustainable, long-term solutions that will not only improve conditions for animals but also address the public health concerns linked to this crisis. We believe the creation of this Task Force will be a critical step in fostering cooperation between government agencies, animal welfare organizations, and community leaders.
