State Budget Request to Establish a CA Spay Neuter Fund

California leads the nation in homeless animal intakes and euthanasia levels. Municipal shelters and rescue groups operate in crisis mode, while access to low-cost spay-neuter services and Trap Neuter and Return (TNR) support are terminated by Animal services in our communities.

Historically California Budget Does not allocate State Funds towards Animal Shelters. The Proposed 2025-26 State Budget is $322 Billion. The current State Spending Plan Estimates a Surplus of $363 Million.  Even amidst an animal overpopulation crisis plaguing our communities, California’s State Budget seems to have no space for animal welfare. Despite California being the largest economy in the US, it harbors the highest homeless animal population and the highest euthanasia levels in the country. Sadly, this alarming situation doesn’t appear to motivate lawmakers to take action.

We urge the California State Legislature to establish a Spay-Neuter Fund, allocating $30M annually for 15 years. While taxpayers spend over $400M yearly (through Local budgets) on our public shelters,we invest less than 1% into far less expensive, preventative spay-neuter services—proven to reduce shelter intakes. Investing in spay-neuter programs would save lives, cut costs, and break the reactive cycle.

It is crucial that ALL Californians contact our representatives TODAY and URGE them to to reverse the unfolding crisis: SUPPORT Assemblymember Chris Rogers and Senator Ochoa Bogh in advocating for this State Budget Request to Establish a CA Spay Neuter Fund. This request has the support of 108 Rescues doing their best to help, but the animals just keep coming.

State Funded Spay -neuter availability and affordability throughout the communities is crucial at curbing overpopulation at its root.
